In 2011,  under the framework of the WYG /IPF (Infrastucture Projects  Facility  in the Western Balkans) and in cooperation with the Ministry of Education in Albania ( MoE),  IDRA implemented a project aimed at gathering data on the physical conditions of buildings/facilities of Ministry of Education pre-university schools / facilities (about 3349) all over Albania. 

The objective of the TA-ALB-10 project, which concerned the component conducted by IDRA, was ‘to create a decision-making instrument/system for planning and prioritizing public investments in the Albanian pre-university school system’. This system is known as the School Infrastructure Management System (SIMS). Such a system will: i) enable the collection, storage and processing of regularly updated information on the status of school infrastructure, ii) generate reports based on predefined formats and criteria re different school indicators and iii) visualize, through Geographical Information System (GIS),  a set of school indicators along with their location in relation to other public infrastructure (i.e. school locations, administrative boundaries, road system, population density, terrain etc). 

The data gathered by this project will serve to assist MOE in the decision making process for the allocation of public funds in rehabilitation investments for existing schools, construction of new schools and implementation of MOE policies in the area of capital investments, as well as rationalization and optimization of educational buildings / facilities depending on latest demographic developments.
