The Institute for Development and Research Alternatives (IDRA), was announced winner of the UNDP call for proposals about the "Local Governance Mapping for a group of selected municipalities/ Cluster 3: Kavaja, Divjakë, Lushnje, Fier, Patos, Mallakastër, Memaliaj, Gjirokastra, Përmet, Këlcyrë, Libohovë, Dropull, Saranda, Phoenicia, Konispol, Himare, Selenicë Vlora ". This National Local Governance Mapping is carried out under the "Support to Territorial and Administrative Reform" (STAR 2) Project, implemented by UNDP, with the support of the European Union (EU), Italian Government, Swedish Government, Swiss Government, and USAID. STAR 2 Project is offering assistance to the new 61 municipalities, the Ministry for Local Governance and the Agency for the Implementation of the Territorial Reform during the consolidation process of the Administrative-Territorial Reform and the deepening of the decentralization process.

This process aims at Mapping the Local Governance from the perspective of municipalities itself and citizens; identifying governance opportunities and challenges in each municipality; and discussing the local government policies in an informed manner. This evaluation will occur from December 2016 to March 2017, through a methodology developed jointly by IDRA (Institute for Research and Development Alternatives), UNDP experts and STAR 2 project staff. The findings from the mapping will also be used to direct the interventions of STAR 2 project.
